Should Tor Browser use the EFF version of https everywhere, or the AMO version?

Description

I've just been talking to the https everywhere folks, and they think Tor Browser includes the version of https-everywhere from addons.m.o, not the version that EFF provides directly. This means that if EFF pushes out a security update, it takes many days before Tor Browser users will get it.

Does that mean we should use the EFF version directly?

We build it ourselves from an HTTPS-E tag which actually boils down to using the EFF version.

What url does it use, when run in tor browser, to check whether there are updates available? The one at eff, or the one at amo?
