manual missing --keygen description

but the manual does not contain a description of the --keygen parameter.

Here is a plain text version with the required manual updates, for both Tor alpha and Tor stable. We also need the html format (heading, font style, font color, size, everything to nicely fill in the manual) but since this will be done by whoever merges the content I'll set this ticket as needs review.

It's probably because you're missing '::' on the line.
