config.log gets wiped out by make clean instead of make distclean

As someone who likes to make clean, this is troublesome.

changed milestone to %Tor: 0.2.8.x-final

added component::core tor/tor milestone::Tor: 0.2.8.x-final priority::medium resolution::fixed severity::normal status::closed type::defect version::tor unspecified labels

Looks like we introduced this when we went to a non-recursive build. I've made sure this doesn't mess up distcheck, and applied it to master as 2b9b694410fb0a6078290ed1652df608950a25cc.
