Description
Mozilla is disabling Graphite on the releases channel for the time being. We should exempt the pref from the security slider and follow Mozilla here.

mcs/brade: I've tested this and went ahead with starting a build. If you want to take a look at the approach and the changes I'd be happy to hear your feedback (FWIW: that was the reason for the ping yesterday).
This is commit 8effc7ae7b20e7278c24999823736f6e09d4aba4 on maint-1.9.4 and commit d29914da189fb07c8beddf170e25681b25a211e3 on master.

This looks fine to us along with the change Mozilla made to the default pref value (which you already pulled into tor-browser).
