Get our patches for cross-compiling ICU on Windows upstreamed

in #13419 (moved) we fixed the ICU cross-compilation. We should upstream our patches.

added component::applications/tor browser owner::tbb-team priority::medium resolution::fixed severity::normal status::closed type::task labels

There are actually two parts to it: one belongs to the ICU project and the other to Mozilla.

The ICU ticket is https://ssl.icu-project.org/trac/ticket/12563. The Mozilla one: https://bugzilla.mozilla.org/show_bug.cgi?id=1275916.

The patch for ICU got upstreamed. We need to rewrite the ICU one, though, I guess.

We are done here actually. One patch got upstreamed, the other one obsolete due to upstream changes.
