add network/caching isolation regression test for importScripts

I realized I never checked if WorkerGlobalScope.importScripts() is properly isolated by cache and on the network. We can add it to our regression tests.

added TorBrowserTeam201604R component::applications/tor browser owner::arthuredelstein priority::medium resolution::fixed severity::normal status::closed type::defect labels
