Merge feature 18483 cleaup commits to master

My branch feature18483-cleanup on https://github.com/teor2345/tor.git has commits that don't change behaviour, and don't need to go in 0.2.8.

They can be merged to master instead, once feature18483-028 is merged.

See #18483 (moved) for the changes in #18483 (moved) due to #18929 (moved). I also rebased this branch feature18483-cleanup-v2 on top of the latest #18483 (moved), it can go in 0.2.9 because it's all cosmetic. Or 0.2.8 if you want.

I'm taking this in 0.2.8, to prevent conflicts if we have to do any more patches on this code.
