Today I stumbled over entities in the browser cache that were not isolated to the first party domain and contained a Last Modified date "No last modified time (bug 1000338)". They are all resources loaded when visiting

The referenced bug number and might be starting points to understand what is going on (although the latter is supposed to be fixed since ESR38)

Why do you think they are not isolated?
There are a lot of such entries in a cache, e.g.:

Key Data size Fetch count Last Modifed Expires Pinning 0 bytes 1 No last modified time (bug 1000338) No expiration time

and if you click on it, you'll get

Cache entry information
The cache entry you selected is not available.

So it's not a bug when entry which isn't available has no metadata, including "last modified time". But its presence in a cache list seems to be a bug.
