Update to July GeoIP2 database

    ​geoip-jul2016 contains the updated geoip and geoip6 files with IPv4 and IPv6 ranges and is supposed to be merged into maint-0.2.4 and all other relevant branches.

    To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
