Make Tor be built with cmake

Description

Because cmake is a real cross-platform make solution. Nowadays we cannot build tor in windows using any compiler available, we are restricted to cygwin/mingw. But what if I don't have them, but have Visual Studio? Cmake is a ultra-lightweight solution which does the work for most of compilers and IDEs and has a nice gui configurator. Imho it is a crime against the developers not to use it for build.

As long as we're uttering wishes aloud, why not bmake?

The makefile is as simple as pie and it's remarkably portable with the right mk files.

I'm not saying we're going to be on autotools forever, but we aren't planning a migration to cmake any time soon.
