prevent OOM in CollecTor

I encountered an OutOfMemory Error on the mirror using the new release 1.0.0

I attach a simple patch in a moment.

added component::metrics/collector owner::iwakeh priority::high resolution::fixed severity::major status::closed type::defect labels

The responsible module was relaydescs ArchiveWriter. updateindex and exitlists should be fine.

The other modules should be investigated.

I tested the following patch on the mirror; the repeated heap-dumps look very healthy with the patch.
