Use CircuitBuildTimeout whenever circuit_build_times_disabled is true

Previously, we used LearnCircuitBuildTimeout directly, a bug in commit 5b0b51ca3.

Needed for #17178 (moved) to work correctly.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
