Tor Browser forgets HTTPS sometimes

Found on BMO. The reason is unknown. To see how it looks like, someone can use https://www.fxsitecompat.com/en-CA/index.xml, but that seems to be another bug (and not one ;) Page Info looks like this:

I don't think so. The issue in this bug is visible in a vanilla Firefox 52 ESR as well but not the one in #24685 (moved).
