bwauth cron scripts need to be run in the BwAuthority directory

This can be fixed by adding a cd /home/bwauth/torflow/NetworkScanners/BwAuthority before the command.

Not quite, it seems that the relative paths in the torrc files also don't work.

#20452 (moved) has a patch for this, that instead allows SCANNER_DIR to be set, in the same way as the other scripts
