disable auto-CC

Currently, whenever one acts on a ticket, one is doomed to forever get notified about any future activity on that ticket.

Please disable this horrible feature.

But please don't disable notifications for cc'ed people entirely, as we rely quite a bit on them. Maybe it's possible to disable notifications when somebody gets un-cc'ed?

Disabling always_notify_updater would not affect notifications to people who are explicitly on the CC list. It will just cause trac to not magically also mail everybody who ever handled the ticket.
