Add new consensus features

It would be great if stem exposed the shared-random parameters (see #20763 (moved)) and protocol lines (see #20762 (moved)) to stem, so I can expose them in depictor.

Hi Tom. Stem should support everything in the consensus. I keep an eye for additions to the dir-spec. For shared randomness see the attributes with 'shared_randomness' in the name of the NetworkStatusDocumentV3 class.

As for things like 'recommended-client-protocols' I see no mention of it in the dir-spec. If it's in tor it should be added, and our process for ensuring the spec is up to date improved.
