Can we pick a different name? "Bylaws" applies to some of our legal founding and operating documents.

fine with me! Or how about tor-org-policies or tor-community-policies, so we can encourage the company to put all corporate policies in git too?

Lets go with 'community-policies' (the 'tor-' prefix I suppose is redundant given it's the tor git repo).

Okay I think I made community/policies; let me know if I didn't.

No credit to me. Every acknowledgement to the people who've helped the community-as-a-community exist and live and breathe and stretch out its arms and say "hey wait! We're us!"
