Split GoodBadISP page in ISP's and hosting companies

Description

Right now, I think the GoodBadISP wiki page is a bit of a mess. It's hard to maintain, and in need of updating.

Just an idea: Maybe we should add an additional page/separation to seperate hosts from consumer ISP's?

Because people browsing these pages have different goals:

  • Home user / Tor novice trying to check whether or not running a tor relay on his/her home connection is fine for their ISP guidelines.
  • Power user looking to rent a server / VPS for running tor services at a hosting company

The other issue here is that it is my opinion that the "home user GoodBadISP" page should simply be a clear warning discouraging people to do so at all. Maybe there's one already, I didn't check just now.

So I would actually vote to focus this page on hosting services (and their ISPs when applicable, but mostly tor operators end up interacting with hosting services more than ISPs, as I recall), and renaming it something like GoodBadHosting.

I think mainly this is a page for "powerusers" that's not greatly labelled and ends up attracting the wrong people, who'll just end up being raided :(

This is just my opinion, what do you guys think?
