Make chutney work with relative paths

Chutney didn't work when called like:

chutney/tools/test-network.sh

added component::core tor/chutney owner::teor priority::medium resolution::fixed severity::normal status::closed type::defect labels

This is fixed in my branch relative-paths, which works on macOS and Linux.

Merging to master.

Fixes a bug introduced in #9087 (moved).

Turns out this is harder to fix than I thought.

I'm about to merge a change that makes the paths absolute, and then cd's to the path before running chutney. But chutney still has templating and other code that assumes the current directory is 'chutney'. It should read CHUTNEY_PATH instead.
