Doc assumes that user will have a properly function setup before this is neccesarily true

Description

In the Win32 installation doc, here:
http://tor.eff.org/cvs/tor/doc/tor-doc-win32.html
there is a problem in step 3.
It tells you to check that privoxy and torcp are running and that torcp has succesfully started. However, it gives no indication of what to do if it hasn't started or refuses to start, or any ideas of what might cause this.

We're assuming users can figure out how to start privoxy and torcp via the Start menu. I don't recall anyone
having issues with privoxy or torcp refusing to start. Even under AMD64 Execution Protection they seem to start
just fine.

Well, I can only tell you that it does not start on my system. I get the little gray onion icon on the taskbar,
but after that, one of two things happen. Either the onion icon stays blank (no green or red status icon on it),

or it immediately turns red and says stopped. In either case, attempts to start it have no effect. Privoxy seems to run fine

except that the tor service is not running, so it has nothing to connect to (or should I say through?). I am using a dell
(ick :P, but it was free) latitude D610 with windows xp as the operating system. My initial assumtion is that tor would (or
theoretically should)at least start correctly regardless of network conditions, but I am new to this project, so perhaps I

am mistaken. Regardless, I am extremely busy at the moment, and don't have a lot of free time. However, if you have any
suggestions about steps I might take to try and find the problem, I will try to follow up on them in the next few weeks.
Keep in mind though, that I'm still a baby programmer, so you'll have to be very specific on anything that doesn't involve
an easy regedit or command line string.

This sounds more like you have issues with torcp working correctly. If you installed just tor, not from the bundle, does it work correctly?
