Tor directory authorities load an approved-routers file, but it isn't documented in the man page.

This is my fault. Check out #12899. We've deprecated the file along with the entire naming relays thing, but I have never gotten around to finishing that code. One of the patches got stalled because it needed tests, and those were annoying and tricky to write. Then nothing ever happened. I still want to pick it up eventually...

I'm not sure we should deprecate the file entirely: it's the only way of banning relays by fingerprint.

The bad-relays file is supposed to include that functionality iirc.

Do you mean the torrc file? So we would merge approved-routers.conf functionality to torrc?

No, the torrc entries would also move to the bad-relays file.
