Move platform before family lists

For relays with big families you have to scroll down to see the platform and cw values, to avoid that move family values below these two fields.

Additionally the family lists could also be made scrollable like the exit policies.

After attempting a patch i think it would make more sense to move the family lists to the configuration column. The family members are configured by the relay administrator so they're part of the relay configuration and not something granted by the directory authorities such as the flags or the AS which depends on the data center.
