Obsolete torrc options still in manual

Hi Nick, there's two options in the tor man page that aren't reflected in 'GETINFO config/names': PredictedPortsRelevanceTime and CircuitIdleTimeout.

I suspect these should be removed from the manual.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
