Make unapproved comments visually different from approved comments

Description

Right now when looking at a blog post, e.g.
https://blog.torproject.org/blog/stem-release-15
There are some comments that are approved, and some that are unapproved, but they all look just like comments.

In the old blog, they were a darker color and had the word 'unapproved' or 'unpublished' or something written over them.

I "fixed" this. How do you find it now?

The fix is that now approved comments have "delete edit reply" as their options, and unapproved ones have "delete edit reply approve" as their options? This is a great start!

I bet we'll want to make another change once we move to the new css for comments.

I'm going to close this one as good enough, since there's a clear word 'approve' and also you can search for that word in the page. We can tackle the "make it look better" side as needed in the other tickets. Thanks!
