I can't add comments to blog posts released before the migration

Description

Let's say I want to reply to https://blog.torproject.org/comment/268422#comment-268422 now after our migration is over. Somewhat surprisingly there seems to be no way to do so. There are no "Delete Edit Reply Approve" buttons on that comment available for me. I am logged in and replying to comments works for me with the https://blog.torproject.org/blog/we-are-upgrading-our-blog entry.

I think this one might be better retitled "there's no way, in the interface, to turn comments on or off on a blog post".

In the past, you could go to edit and then scroll down to comment settings and choose between disabled, read-only, and read-write.

The settings are clearly still there on the backend, but there's nothing in the interface to let us change them.

Goes with #22389 since that ticket is about the same (now missing) config section.

If you edit the post there is a menu on the right where you can toggle comments open, hidden or closed. Once comments are open it is possible to reply to comments.

I think that comment editing menu was not there a few days ago. :) But, great, it is there now. Awesome, thanks.
