Tor Browser doesn't stop "loading" when Tor gave up

Tor logged something like "Tried to load [scrubbed] for 120 sec. Giving up.", but nothing changed on a tab. (e10s?)

It is not always reproducible, but substantial attempts to load can trigger that. (Press Try Again)

Another issue is when the current circuit for the site is somewhat broken, and you open some link on it in a new tab. It doesn't stop loading the page and has "Connected to website..." at the bottom,

[08-06 11:46:35] Torbutton INFO: controlPort >> 650 STREAM 240 SUCCEEDED 83

is the last message in the console.
The second "Open link in new tab" stalls right at the beginning with

[08-06 12:12:46] Torbutton INFO: tor SOCKS: %URL% via %USER:PASS%

Seems the same issue when
