DownloadExtraInfo doesn't fetch any extra infos on bridge clients

I wonder if the bridge needs to set one or more of these options:

DirCache 1
DownloadExtraInfo 1
FetchUselessDescriptors 1

changed milestone to %Tor: unspecified

added component::core tor/tor extrainfo maybe-not-worth-fixing milestone::Tor: unspecified needs-analysis priority::medium severity::normal status::new tor-bridge type::defect labels

It's also possible this behavior is happening because the bridge itself isn't fetching extrainfos. (I don't know if that's the default or not, but it's a bit weird for bridges to actually do that.)
