microdescs are not parsed correctly

Discovered and solved by karsten in CollecTor logs: microdescriptors are not parsed, but at least stored.

added component::metrics/library owner::metrics-team priority::medium resolution::fixed severity::normal status::closed type::defect labels

Please find two commits, a test and the fix, for review.

Looks good! Please find my branch task-22533 with a change log entry and version bump. If this looks okay, I'll release today. (I'll also run this on the CollecTor host now.)
