ZSTD_decompressStream doesn't ever say TOR_COMPRESS_BUFFER_FULL

Instead, it causes an error if it runs out of buffer space.

There is a fix for this in the branch in #22502 (moved), but it's not complete: it only works for some inputs (and possibly a different set of inputs to the original).

Merged as part of #22502 (moved) . I will reopen if the parent ticket investigation seems to warrant.
