Description

I was trying to reset my tor state, so I removed the state file and issued a SIGHUP. But tor didn't reload the state file.

This was surprising, given the man page entry:

       SIGHUP
           The signal instructs Tor to reload its configuration (including
           closing and reopening logs), and kill and restart its helper
           processes if applicable.

If Tor did anything with its state file on hup, I would expect it to flush its current state to the state file.
