Stop relays using the ClientIPv6 options

Some operators add all the IPv6 options to their torrcs. We should warn when they add client options on relays.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information

We might want to be careful how we do this, because bridge relays might want to use these options to be IPv6-only. See #4847 (moved).
