Remove the smaller bandwidth authority files

Description

Small bwfiles make it easier for relays to get stuck in a low measurement bucket (#22741). And they also mean that the lower buckets measure latency more than bandwidth.

I suggest we remove at least the 32k and 64k files.

Another way to fix this would be to use larger files for smaller relays: that is, change the process that calculates the percentiles so that lower end relays use slightly larger files.

The current bwauths have these 90th percentile figures:

98 128k
99 64k
100 32k

So we should definitely remove the 64k and lower files (that's 128 cells, which is just barely over some SENDME limits). We might want to remove the 128k file as well, but because one bwauth is using it for 8% of relays, we should probably keep it for now.

Let's re-evaluate this once the bandwidth authorities have stopped moving their servers around.
