if i set a config file with command line argument, its looks like tor read only the first letter.

"if i set a config file with command line argument," ... what do you mean by that exactly? You can pass options on the command like such:

tor SocksPort 1234 and I confirm it works for tor

Can you maybe give us the full torrc and/or command line you are using? And I see it's on Windows. Thanks!

Does it work if the quotes are not given? If the torrc path doesn't include spaces?
