Indicate Security Slider Level applies globally

When a user adjust the security settings, it applies to all tabs (currently open and in the future). So we should probably add something in the security slider text to indicate that.

Rename "security settings" in torbutton menu to "Tor Browser security settings" (as in the dialog's header ;)

We plant to indicate that by putting the slider button on the toolbar and have it on the main preferences pane. Seems to be enough, I think. #25658 (moved) has the details. Marking this ticket as a duplicate.
