Nick is worrying that we are spending cycles needlessly when we re-encode the descriptor in every upload_descriptor_to_hsdir(). Instead we could encode the desc once and use it for all uploads.

The reason we do that is because the intro point list might have changed in between uploads but that can be fixed with a "dirty" flag in the descriptor. The second reason it the revision counter that changes at every upload which forces us to re-encode which re-signs the whole blob.
