Tor Browser toolbar design

If we make the changes suggested by #23150 (moved) and child tickets, we'll need to:

• decide how many buttons to have
• where those buttons go
• what functionalities each button would have
• what icons we should use for each button
• what to do about the noscript and onion buttons

For NoScript: In FF59esr there will be a drop-down menu that lists add-ons (screenshot, you can test it by downloading latest Firefox Nightly), I think it would be OK to have it there along with HTTPS Everywhere if and only if the suggestion in ticket:22985#comment:3 is implemented. The reason is that if it's hidden there then enabling videos with Medium security settings would require 3 clicks (first on that menu, then on the NoScript icon, then "Temporarily allow *@​https://www.youtube.com"), whereas with the suggestion in ticket:22985#comment:3 it would be only one click.

See #23359 (moved) for a bug we should take into account when working on this ticket. (Note that we don't do anything on our side right now that makes the HTTPS-Everywhere button visible. Thus, if we decide we don't want it on our toolbar then we need to do something to make that happen)

We wrote a proposal that deals with reordering the toolbar (https://gitweb.torproject.org/tor-browser-spec.git/tree/proposals/101-security-controls-redesign.txt) and plan to do related work in #25658 (moved). Closing this ticket as the decisions got made.
