Thanks Linda for putting this to your plate! :^) IMHO:
what to do about the noscript and onion buttons
For NoScript: In FF59esr there will be a drop-down menu that lists add-ons (screenshot, you can test it by downloading latest Firefox Nightly), I think it would be OK to have it there along with HTTPS Everywhere if and only if the suggestion in ticket:22985#comment:3 is implemented. The reason is that if it's hidden there then enabling videos with Medium security settings would require 3 clicks (first on that menu, then on the NoScript icon, then "Temporarily allow *@https://www.youtube.com"), whereas with the suggestion in ticket:22985#comment:3 it would be only one click.
See #23359 (moved) for a bug we should take into account when working on this ticket. (Note that we don't do anything on our side right now that makes the HTTPS-Everywhere button visible. Thus, if we decide we don't want it on our toolbar then we need to do something to make that happen)
Trac: Description: If we make the changes suggested by #23150 (moved) and child tickets, we'll need to: * decide how many buttons to have * where those buttons go * what functionalities each button would have * what icons we should use for each button * what to do about the noscript and onion buttons
