Add ed25519 ids to torrc relay configs

Tor relays have ed25519 keys, but there is no way to add them to the torrc (or the hard-coded configs compiled into tor).

Tor accepts at least 3 types of hard-coded relay lists in its configs:

• Directory Authorities
• Fallback Directory Mirrors
• Bridges
