prop224 should become an official specification

Prop224 (or the implemented parts thereof) should become a regular file in the main directory of tor-spec.

I'm not a fan of "rendezvous specification" but we have this wording for a long time now so seems logical to continue with -v3.txt.

Another candidate I had in mind was hs-spec.txt.

Calling it "rend" is better than calling it "hs", if we ever decide to make the migration from hidden to onion for reals.
