consensus-health was kind enough to warn us

WARNING: The following authorities are missing from the consensus: moria1       

moria1 is up, and as far as I can tell it's doing fine. It voted normally, and its signatures are on its consensus that it's serving.

But only two dir auths -- moria1 and Faravahar -- included any opinion about it in their votes. The rest of the dir auths are refusing to admit that it's even worth voting about.

I upgraded to git master earlier this evening.

The logs from maatuska don't show anything spectacular for the vote at 06:00.

And, moria1 reappeared in the consensus an hour later.

Current best theory: moria1 restarted and published a new descriptor, but the previous descriptor was recent enough and similar enough that the dir auths dropped the new one as cosmetic. Then some hours later moria1 noticed that it had fallen out of the consensus, and published a new descriptor, which (possibly on the first try, possibly after several tries) was then accepted.

Is there a "Tor relays publish a new descriptor but authorities drop it because they think it's only cosmetically different, and then the relay waits 18 more hours to publish, thus falling out of the consensus" ticket? If so, we should dup this one to that one. If not, we should open one.
