Setup fpcentral VM

Once the VM for fpcentral has been created (in #23737 (moved)), we need to deploy fpcentral on this new VM.

In branch bug_23738 I added some ansible scripts to deploy fpcentral to forrestii.torproject.org: https://gitweb.torproject.org/user/boklm/tor-browser-build.git/commit/?h=bug_23738&id=0666d4f59ee35a110400bf323757d1965db09488

We are using wsgi to run it from apache: http://flask.pocoo.org/docs/0.12/deploying/mod_wsgi/

The missing part is the apache config, for which I need to open a new ticket.
