Merging Jacek's patches for UCRT support
might improve the situation on Windows 7 or even XP without the spec file thing...
However it doesn't seem to fix the missing entry points for _vsnprintf_s in msvcrt.dll
issue from #9084 (closed) ? But maybe we don't care about Windows XP anymore if it's not supported in the next release.
