Provide a Vagrantfile that is able get a development environment up and running

Description

It would be awesome to be able to just run "vagrant up" to get a metrics-web development environment running. A shell script, Ansible playbook or Saltstack would all be good options for provisioning the environment.

In the long run we have the plan to make metrics-web more manageable as for example Onionoo or CollecTor, i.e. with its own embedded jetty and no scripts etc. (there are several tickets about that).
The setup process should be designed in order to be easy and complexities should rather be untangled instead of hidden away by providing a setup image or the like.

Thus, providing a vagrant file or similar are not in scope currently.

If the setup process is easy, then the Vagrantfile would likely be redundant, I agree. This is OK.
