    1 Given how common these CAPTCHAs are, it should be quite easy to verify if Google/ReCAPTCHA are in fact automatically blocking Tor exits, and call them out publicly on their behavior should that be the case.  Site owners should be free to decide whether or not to block people coming from a Tor exit from accessing a service (and the Tor projects supplies tools to make this technically easy); this should never occur simply as a side-effect of a third-party service that's supposed to tell humans apart from robots/automated clients.
