tor-spec: move IPv6 addresses from microdescs to microdesc consensus
My torspec branch bug20916 documents the changes in #20916 (moved) and children. And it fixes #13043 (moved).

This proposal and some updates to dir-spec that document the new consensus methods and the current state of IPv6 ORPort support are in my torspec branch bug23826-23828.
This is the spec for the tor branch in #23826 (moved) and #23828 (moved).
I'm just about to send it to tor-dev@ for review.
