bastet is the new directory authority run by stefani.

It is now trusted in the Thu Oct 19th 2017 20:00:00 UTC consensus.

Should this commit be based on a much older version so it doesn't have to be cherry-picked backwards but rather can be merged forwards? All supported versions of Tor need this commit. As for the commit contents, they seem correct to me.

Yes! I forgot that. I'll change the origin branch to 025 which is our oldest maintained version.
