Improve control-spec.txt

I was reading through control-spec.txt and made some commits I think would improve it: https://github.com/tomrittervg/torspec/commits/control-spec-editorial-1

(Do we have a torspec component? Couldn't find it if so...)

added component::core tor/tor milestone::Tor: 0.3.3.x-final priority::very low resolution::implemented severity::normal status::closed tor-control tor-spec type::enhancement labels
