Monitor Onionoo by Nagios check

In order to determine how reliable Onionoo really is, and to determine when faults are occuring, we should be monitoring Onionoo via (something like) Nagios or Prometheus.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information

From what weasel had said in IRC, and from what karsten had said previously, it looked like there wasn't any monitoring.
