Streamline handling of file:// resources on OS X and Linux

We should streamline handling of file:// resources in a way that it does not break things while making sure that the restrictions currently applied are enforced more thoroughly.

added TorBrowserTeam201711 component::applications/tor browser owner::tbb-team priority::immediate resolution::fixed severity::blocker status::closed tbb-proxy-bypass type::defect labels

This is actually a blocker and fixed with Tor Browser 7.0.9 and Tor Browser 7.5a7. The respective Firefox bug is https://bugzilla.mozilla.org/show_bug.cgi?id=1412081.
