Add teor as a torflow maintainer

Hi Tom,

I'd like to be able to push fixes to trivial issues like #21393 (moved) (deprecated tor options), and #23283 (moved) (use the latest stable tor release).

I think teor should have commit access to torflow. As someone who already has commit access to torflow, but is not really the 'owner' of it, I understand that's sufficient at this time to give him access.

Can you try this again?

When I try to push master, I see:

$ git push tp-rw master
W access for torflow DENIED to teor
fatal: Could not read from remote repository.

Please make sure you have the correct access rights
and the repository exists.

My torflow settings are the same as my chutney settings, with the obvious substitution:

$ git remote -v | grep tp-rw
tp-rw	git@git-rw.torproject.org:torflow.git (fetch)
tp-rw	git@git-rw.torproject.org:torflow.git (push)
