Remove default bwserver

Description

By not providing a bwserver in the config, we can make sure people actually think about what they want to use. That's much better than them accidentally all using the same one.

If we must use a default, it should be a CDN.

This looks good to me I will try to merge it in the next day or two if teor doesn't get it first.

I don't believe we have a CDN we can put in there as a default.

micah has a bandwidth server set up on fastly, but I'm not sure if he wants to advertise it publicly.

Also, we should fail with some sensible error message if there is no bandwidth server in the config

Priorities and Severities in torflow are meaningless, setting them all to Medium/Normal.

I think a CDN is a great default for those testing the code.

For the servers configured by public bandwidth authority operators, see my comment in #21990.

(A CDN is a great default, because it means that test bandwidth authorities don't compete with real bandwidth authorities for limited bandwidth server resources.)

The default bandwidth server DNS name bwauth.torproject.org is no more.
I think the IP address might be gone, too.
